I saw what you meant and once I touched the scrollbar or clicked on another link it seemed to have corrected itself. And once I closed out completely and then went back, everything seemed to be working fine.
I'm not an expert by far, but could it possibly be the server?

I'm not sure either. when i viewed the pages (In I.E) outside of the frameset tags the background wasn't centered properly, though. You can fix that by putting this in the style tags for your background image.
background-position:center top;
background-repeat:repeat-y;
Everything else looked ok to me.
