Creating a glassy effect on smilies in MS paintCreate a gradient for your smilie. You can learn how to make a gradient in MS Paint Here. Beginning at the top make the gradient Dark to light, as in the example below. Select the Pick colour Tool and click on the center of the smilie gradient. select the Line Tool Basically all we are doing is creating another gradient. Beginning from the centre and getting lighter and lighter, working our way up to the top. we want the glassy gradient to be more extreme, as it needs to be lighter at the top than it is at the bottom, even though we start with the same colour in the middle. This means taking bigger leaps between each shade each time you go to colours > Edit Colours > Define custom Colours. Just follow the steps below. The more you practice the more control you'll have over the glassy effect you want to create. I've created a very subtle glass effect. To produce an even glassier effect, just increase the size of your leaps of each line of colour. Also, with a much darker background gradient, you can create a more obvious glassy look. Because of the difference in shades between the dark background and the light gradient, a bit of anti-aliasing might be needed to soften up the jagged edges. Select an intermediate shade and 'cap' the edges of the glass gradient , like the example below For extra effect you can also add highlights to the smilies facial features

Hey I just attempted this at a bit higher of a size trying to make a glassy new old icon and was wondering if this was what it is supposed to look like.
