How do you get the Bg design once you select the marquee tool?

You right-click on the marquee tool, find "Single Column Marquee Tool" and select it. Click on a render once and press "V". Then, at the top you will see "Show bounding box" or "Show Transformation Controls". Check that box and all you need to do now is drag those little squares you will see.
