It may be looking for something here:
C:\Documents and Settings\YourUsername\Local Settings\Adobe\ (or something like this)
Delete everything by Adobe Photoshop that you can find there, and try to launch it again. If that fails, do everything that was discussed in the other thread, and delete everything in here before reinstalling it.

Curious: Wouldn't you just be able to download it again? Or does the PS company record the computer ID so they would know what computers have downloaded Ps and know not to allow them or what... so curious...

No it still didnt work, but I looked in C:/ and found more things to delete I think its going to work this time
