Adobe Photoshop is an excellent program! But, yeah. it costs money... more than PSP. There is also Photoshop Elements which is a more basic program (a tiny bit more basic than PSP is). All 3 of those programs are very good.

I have Photoshop CS2 and it is amazing. I am quite an inexperienced designer but I have found even a basic knowledge is helpful. If you are a very keen designer I strongly recommend you get it. I know it is expensive but it is worth it.

which program is best for layering? i use merge, but it can only merge two layers at a time with transparencies. is there a good layering program up there?

try Serif Photo Plus, a free program with a view crappy effects, but pretty nice layerings.

i need an imaging program that will get rid of the pixlated affect when i enlarge pictures. Which would be best for that?

They're all pretty much the same: it depends on the quality of the image you're working with.
Unless it's been changed, the default for most pics on the Net is 72 dpi (dots per inch), while occasionally you'll get ones that are 300 dpi. Only extremely hi-res, typically very large graphics, will be saved at 1200 dpi or higher.
Because of this, you won't be able to avoid the pixelation that occurs when you increase the size of an image.
EDIT: Also, the type of file you're working with will also affect the pixelation, because of the various compression ratios...BMP and TIF files will have the least amount of compression, while JPG and PNG files will have the most compression.

I avoid enlarging pics because of the distortion, and try to find nice big pics instead

What do you mean all of them are free? In my opinion if you want a free legal program go for GIMP the inteferance is hard to get used to but once you do alot of thigns can be done using it, I use GIMP for all my web images and people really like them and say, how did you create that or what program did you use, and each and every image is done in GIMP. There is also Paint.NET thats good for those who want layers in a paint type program, really good for pixel artists but I never use it becuase I always use GIMP, its a matter of preference really, try a few out adn see what you like, its no good asking us as we've all got different tastes, so try them all and pick the one you like.

Hmm, well, I used Ultimate Paint for a while along with MS Paint. UPaint is a little hard to get use to and it's not as hot as the other programs but I came up with some pretty nice things. I believe ZPaint is what you click but I honestly can't remember.

Another good program is Gimp. It's just like Photoshop/PSP but it's much more complicated, IMO. You can get it at www.gimp.orgPS: Anyone know the link to Paint.NET program. I want to learn that program even though I have Photoshop, lol.

I used GIMP before, I found it quite good to make stuff but then when i came to save it it wouldnt allow me But anyway thats not what i was posting for, I was wondering if any of you could help me. I quite like the look of making smileys and want to give it a go, im a beginner on them so does anyone have any suggestions on what is a good free program to make them on?

Photoshop and Paint Shop Pro (PSP) are the best programs to make graphics. There are trials you can download for them also Free good ones are GIMP [I'm assuming you hate it now xD), Paint.NET That's about it =D Just Search Google for them Here are the tutorials to make smileys in PSP: 1.
