A custom skin / cursor request

Okay, I am a newbie on here, so if this isn't the place to post then I am SORRY. PLEASE do not pester about that.

Anyway, I am here because I own a proboards site and need some help with the skins, graphics etc. I have made a few skins of my own, but I would like to hire someone for a custom skin, and possibly cursor if you people know how to do that.

THE SKIN: Again, I am a newbie a little bit, and I need some help making a skin or two that is not lame. For this one, I was thinking of a skin with a sort of gothic winter. The full deal; like when you move your cursor over a board, you get a picture like a red rose or something. If you can, feel free to make the skin and then reply with the codes. ( If you can make a cursor and scrollbar-a rose for cursor, perhaps?-then please post those codes too.
